Shenzhen's Luohu district aims for legal services expansion by 2026
In a recent announcement, Guo Tianming, the director of Luohu District Justice Bureau, outlined ambitious growth targets for the district's legal services industry. By 2026, Luohu aims to host approximately 160 law firms with a legal workforce nearing 2,500 individuals. The district also anticipates having 3-5 law firms with an annual revenue exceeding 100 million yuan and 15-20 firms achieving an annual revenue of over 10 million yuan.
The recently issued strategic plan, titled "Measures for Supporting the High-Quality Development of the Legal Services in Shenzhen's Luohu District," seeks to modernize the legal services sector in alignment with the district's "Three Forces, Three Zones" development strategy. The initiative emphasizes scaling up, enhancing specialization, and promoting excellence in legal services.
To facilitate this growth, Luohu has pledged comprehensive lifecycle support for law firms of all sizes. This includes incentives for firm establishment, office space, legal talent development, and collaboration in foreign legal services. Notably, law firms establishing operations in Luohu can receive up to 5 million yuan in support, while annual subsidies of up to 3 million yuan are available for office space leasing.
These measures are designed to facilitate the integration of law firms, notaries, and other legal services with high-end upstream and downstream services, thus significantly enhancing the overall strength of Luohu's legal services.
