Luohu plans to build the Sungang Passenger Train Servicing Depot, which will connect the Qingshuihe, Sungang, and Guiyuan areas. It will add approximately 500,000 square meters of industrial space, which is expected to drive nearly 100 billion yuan ($13.8 billion) of fixed-asset investment and generate an additional 3 billion yuan ($414 million) in tax revenue annually.

According to the Luohu District Housing and Construction Bureau, the location of the Sungang Passenger Train Servicing Depot is very advantageous, closely linked with the Qingshuihe Headquarters New City and the Shuibei Fashion Design Headquarters economic clusters. The depot will boast a large newly added industrial space volume, including 437,000 square meters of emerging industrial space, 45,000 square meters of deluxe hotel space, and 22,000 square meters of commercial space.
