Luohu releases 10 measures to support green and low-carbon industries
In an effort to advance China's national strategy for carbon peaking and carbon neutrality, Luohu district in Shenzhen recently released 10 Measures to support green and low-carbon industry development. The measures focus on four key areas of green enterprises, green consumption, green services, and green applications, detailing 16 specific provisions.
To attract and support green enterprises, the district offers tiered financial assistance to newly established or relocated companies in key sectors such as safety, energy efficiency, environmental protection, new energy, and smart vehicles. Companies with first-year revenues of 50 million yuan or more are eligible for support, with additional incentives for companies demonstrating positive year-over-year revenue growth in their second and third years. The maximum support is 2 million yuan per year.
In green consumption, the district encourages the sale of new energy vehicles (NEVs) and used cars. New or relocated car dealerships, both for brand-new and used cars, receive support based on their sales volume. Additional incentives are provided for dealerships achieving a specific sales growth rate in their second and third years. The maximum support is 3 million yuan per year.
Regarding green services, Luohu promotes carbon management services, including carbon detection, measurement, and auditing. Newly established or relocated carbon management companies with revenue meeting a certain threshold receive up to 300,000 yuan in support. For those achieving a 10% or higher year-over-year revenue growth in their second and third years, additional incentives of up to 300,000 yuan are provided annually.
For green applications, the district offers subsidies for distributed photovoltaic (PV) projects that have been connected to the grid for at least one year with a capacity of 300 kW or more. The subsidy is calculated based on the previous year's actual electricity generation, with a limit not exceeding a certain percentage of the project's construction cost. Each company can receive up to 1 million yuan per year in subsidies.
Since October 2022, when Luohu launched its campaign to build a "low-carbon pioneer district," it has made significant progress in advancing carbon peaking and carbon neutrality goals, fostering a green and low-carbon production and lifestyle.
The district's economy has shown positive signs of transformation, with the added value of green and low-carbon industries reaching over 4.5 billion yuan in 2023, a 14.5% year-over-year increase.
Looking ahead, Luohu plans to focus on three key areas: industrial development, green infrastructure, and system innovation, aiming to build a sustainable urban district where people and nature coexist harmoniously.
