On May 31, under the guidance of the Luohu District Housing and Construction Bureau, Guangdong Weizhong Law Firm signed an agreement on property management dispute mediation with all ten subdistrict offices in Luohu. This marked the official launch of the nation’s first digital and intelligent mediation room in Luohu.
Huang Dehua, director of Guangdong Weizhong Law Firm, introduced the mediation room, which leverages large-scale AI models to replace offline mediators with AI mediators. These AI mediators can communicate with disputing parties via phone, voice, or text, offering 24/7 mediation services. The entire mediation process is automatically recorded in a dedicated digital & intelligent mediation room, ensuring the process is open, transparent, and fair.
According to statistics, Luohu currently has 1,196 property management projects. In 2023, there were 1,023 property management dispute cases, an increase of more than 700 compared to 2022. This surge has placed higher demands on the governance capacity and efficiency of grassroots property management.
Back in 2020, Luohu introduced the "Transparent Property Management" model, featuring "AI plus big data." The advent of the digital & intelligent mediation rooms has been a key factor in upgrading this model and enhancing service quality.
"The current state of property management disputes in Luohu requires us to adopt new methods and approaches for mediation. Digital and intelligent mediation not only saves significant human and material resources but also ensures that minor issues can be resolved within households and major issues within communities, meeting the mediation needs of the internet era," explained Huang Fei, head of the Property Section at the Luohu District Housing and Construction Bureau.
The digital & intelligent mediation rooms will be promoted to every community and resident through posters and QR codes. Residents in need can scan the QR code to connect with an AI mediator for dispute resolution.
